The White House Closing the Circle Awards program was established to:
- Recognize Federal employees and their facilities for significant contributions to the environment or significant impacts on the environment, and
- Tell success stories which can serve as examples for other
Federal facilities to follow.
The awards focus on waste prevention, recycling, and affirmative procurement activities under E.O. 13101 and environmental management under E.O. 13148.
The Biobased Products category recognizes the most effective and innovative programs implemented for the purchase and use of products containing biobased materials at a Federal site, facility, or operation.
The Environmental Preferability category recognizes the best examples of: acquiring, using, or validating products or services that have a reduced impact on human health and the environment when compared with competing products; services that serve the same purpose; outstanding improvement to a process that resulted in significant monetary savings and benefit to the environment; or product testing that led to the approval and use of environmentally preferable or sound products and services.

Pictured Rocks National Lakeshore staff received the prestigous White House Closing Circle Award in 2001 for their many environmental efforts, including use of Biobased Lubricants, Fuels, Degreasers and Hydraulic Fluids.

"We first used Soy-based Hydraulic Fluid, then went to Biodiesel and then quickly found numerous other biobased products that worked," says Chris Case, Facility Manager at Pictured Rocks National Lakeshore, Munising, Michigan.

U.S Department of Agriculture's Beltsville Agricultural Research Center (BARC) employees won the White House Closing Cirlcle in 2002 for their environmental efforts that included extensive use of biobased products, including Biobased Lubricants.
"Any moving part of any tool or vehicle that needs lubrication and/or hydraulic fluid to work, we're probably using a biobased product," explains Bob Coulson, Supervisor of Roads and Ground Unit, BARC.
